Short answer
A review from someone with no genuine experience may violate Google's fake-engagement policy, but “we do not recognize the name” is not enough by itself. Build evidence showing why the claimed experience does not match the business.

Important: A negative review is not removable simply because a business believes it is unfair. Google removes content when it violates applicable policy, and Google makes the final decision.
Check alternative identities and relationships
Reviewers may use nicknames, spouses' accounts, family accounts, or Google names that differ from customer records. In senior living, healthcare, legal services, and hospitality, a person can interact with the business without being the account holder.
Look for impossible details
Wrong services, wrong city, nonexistent employees, dates when the business was closed, or descriptions that match a competitor are stronger indicators of a non-genuine experience.
Respond without challenging identity aggressively
A useful public response might say you have been unable to identify an experience matching the details and invite the reviewer to contact the business directly.
